Revolutionizing Driver Licensing in Nepal

Nepal is set to make a major breakthrough in its driver licensing system. Within the next six months, at least 1.2 million Nepali drivers will receive new smart driving licenses featuring secure QR codes. This initiative marks a significant modernization of the country’s transportation infrastructure, combining advanced security printing technology with efficient digital management.

The agreement between the Department of Transport Management (DoTM) and the Security Printing Center (SPC) ensures that the long-standing backlog of unprinted licenses will finally be resolved. For years, thousands of license applicants have been left waiting — carrying temporary paper permits instead of official driving cards. Now, with this collaboration, the government aims to eliminate the delays and bring every eligible driver under the new secure system.


The Six-Month License Printing Plan

Under the agreement, the SPC will print 1.2 million licenses within six months. DoTM Director-General Rajiv Pokhrel, along with SPC Executive Director Devraj Dhungana, signed the memorandum to accelerate this ambitious project.

The printing process will begin immediately, starting with emergency licenses at a rate of 500 per day. Once the required personalization software is completed and integrated, production will ramp up to tens of thousands of cards daily. Officials estimate that, at full capacity, the SPC can print up to 25,000 smart licenses each day.

Key Phases of Implementation

  1. Phase 1 (First 3 Months):

    • Development and deployment of personalization software.

    • Daily emergency license printing begins.

  2. Phase 2 (Next 3 Months):

    • Full-scale printing of 1.2 million licenses.

    • Integration of license data with national digital records.

  3. Final Phase:

    • Distribution of printed licenses to regional transport offices nationwide.

    • Transition from temporary paper permits to permanent digital cards.

Addressing the Backlog: 3 Years of Waiting Ends

The backlog of unprinted driving licenses in Nepal has reached a staggering three million, with many drivers carrying temporary documents for over three years. The new system will drastically reduce processing time and restore confidence in the licensing process.

By introducing QR-coded smart cards, the government also strengthens verification, data security, and counterfeit prevention. The cards will store driver information digitally, allowing for quick authentication by traffic authorities across the country.


Advanced Security Printing Technology

The SPC, equipped with state-of-the-art security printing systems, is capable of handling large-scale production efficiently. Its facilities are designed to print 20,000 to 25,000 licenses per day, meaning the project could finish ahead of schedule.

In collaboration with the DoTM’s IT department, a custom personalization software will be developed to encode secure driver data into each card. The software tender process is expected to be completed within a few weeks, ensuring that full-scale printing begins without delay.


Nationwide Rollout and Benefits

Once operational, the new licensing system will benefit millions of drivers by improving access, reducing fraud, and enhancing digital integration.
